I don't think he will ever stop/be stopped because his narcissistic entitlement and unwarranted sense of self-importance is far too strong for him to ever get a clue. However, I do believe there is a strong likelihood that he will eventually make himself so toxic that no employer will be willing to hire him on, making him incapable of affording any kind of internet access or brothel visits, which will greatly reduce his reach with his heinous behavior. I disagree: Some jobs (2nd/3rd shift janitor comes to mind) are the right combination of low skill + difficult to fill for Russ to get them despite the red flags and being in a low paying job has not stopped him from saving up for hookers before. If what Natalie claims is true then even out and out blacklisting has not stopped his Hooker Quest. This goes double for Internet, cheap cell plans go for under $50 / month now.

The only ways to stop him I can think of are a felony conviction (which is not a given, he's only gotten restraining orders post Erika and many DAs will happily downgrade a felony to a misdemeanor in a plea bargain) or a punishment that includes a ban on leaving Clark County (the county with Vegas and I'm not sure if this is a real punishment, the closest I have seen are bans on leaving a specific state without judicial permission).
