No, they don't, they have izzat. They scam and steal and if they're not caught and punished they think what they're doing is perfectly fine. Even when caught and they beg to be let go they're not actually showing remorse for their actions, they're only sorry they were caught. I’ve seen Reddit comments as well as some IG actually arguing that “well there should be a law to prevent people from doing this, otherwise it’s fair game!” The worst was an IG post showing a bunch of Indians returning Christmas trees to Costco. The comments were all “well it’s not technically against policy, they should change the policy if they care so much
