There's a scale. Welding is easy. I've seen all sorts of goofy horrific looking welds made by amateurs that work for their purpose. Good welding is more difficult and you can make a lot of good enough welders to fabricate all sorts of things. Pipefitters need to be better by one or two orders of magnitude. Underwater pipefitters need to have a SCUBA skillset on top of that.
