The context here is about industrial processes that don’t exist at all in the U.S. Shipbuilding, for example, nobody here knows how to do that. Everyone who did that work is retired or dead. When TSMC built a fab here, they had to train people in Taiwan because there was literally no way to do it here in the U.S.
