i believe those data are gathered from the department of labor and the department of housing and urban development. you take the number of known citizens, and subtract it from the total population, and then you have an estimation of illegal populations, and then further you keep an eye on that number for when it reduces. it's a fairly complex data analysis process I'd imagine, especially for a country as populous, illegally popular, and with a derth of data from states like NY and CA, the numbers are probably not perfectly accurate but it's a fairly good estimation method.
You could also go outside and notice that for every single white person, there are about six brown goblins. The federal government very likely has a close estimate gathered by the intelligence community for some objectively evil reason, but if they ever came out and admitted America is now 40% white they couldn't put that genie back in the bottle.
