Survival-horror, or just survival-anything has been a popular genre for quite a while and resonates with people for some reason. But that’s beyond the scope of this phone post.

If he's planning a cleanout of foreign and corporate interests in single-family homes, it might help prop up the market and avoid sudden shifts, but more likely he's just considering it on it's own to try to drive up home ownership.
He's a real estate man, so he has to understand the real problem, so maybe it's paired with something, or maybe he knows he couldn't get congress to fix the real issues.
