Yep. In 2016, Trump was already setting it up when he was campaigning. He said that if Hillary won, then it would mean that the election was rigged. He also said that the popular vote was more important than the electoral vote. Then when she lost the electoral vote (they really need to get rid of that thing) and won the popular vote, he said that the popular vote didn't matter as much. THEN he later said that he really won the popular vote too, and it was rigged.
