Websites are forced by US law to report every instance of CSAM content to NCMEC (National Center for Missing & Exploited Children). NCMEC then informs the feds, and then the feds follow this up by obsessing over random users on Xitter. Unless you have a dox and some form of evidence, they don't really help you.
The point of a CAPTCHA is to leverage spammers for free work to create a useful curated dataset while you make them wait. If this guy is willing to spend lots on jeet captcha farms, I say use it as slave labor to make useful tools/site search by showing a picture of a Lolcow, and then ask them to identify pictures containing that Lolcow. Then, after a while, you'll have the data to implement searching for individual images on site.

Its not a bad idea. But the issue I see with that would be dormant accounts acting like a lurker. Some small posts in off topic threads until privileges are acheived. And then an attack being launched during the night. With the only people awake who could report and wake null being some of the international clique moderators. It would be very messy to track down how many lurker accounts could be associated with it depending on how long they sit, AFAIK. Currently atleast we can be safe in the knowledge that there's no hidden snakes.
