They get a bit more leeway with that when they're dealing with a suspect of an armed crime who they believe is still armed. It doesn't take more than a second to get a gun from "concealed" to "aimed and firing." Generally speaking it's a bad idea to run away from (or physically threaten) police, because stuff like this happens. Still, this will probably get ruled a "bad shoot" since he was running away. Juries generally frown on shooting people in the back, no matter how much the fucker deserves it. Bunch of pussies.

The man suspected of being under the influence when he crashed his tractor-trailer into a crowd of vehicles on the 10 Freeway Tuesday afternoon has been identified as a 21-year-old resident of Yuba City.
Authorities say Jashanpreet Singh was under the influence of drugs when his speeding truck crashed into several slow-moving vehicles caught in bumper-to-bumper traffic in the westbound lanes of the 10 Freeway.
Witnesses said the tractor-trailer with a red cab crashed into the back of several vehicles and another big rig before careening into another lane and striking several more. The aftermath was seen in video captured by Sky5 on scene.
Singh, according to the California Highway Patrol, did not hit his brakes prior to the crash. He was arrested at the scene on suspicion of driving under the influence.
He has since been booked into the West Valley Detention Center in Rancho Cucamonga to await charges for vehicular manslaughter and driving under the influence of drugs.
Officials have not identified the victims, and said some loved ones of those killed have not yet been contacted. At least two others were hospitalized in the fiery crash.
A video purportedly from the involved big-rig’s dash cam was shared to social media and appeared to show the moments leading up to the crash and the decimation of vehicles caught in the path of the speeding truck.
A CHP spokesperson confirmed to KTLA’s Ellina Abovian that the video will be part of the overall crash investigation.

On 1536 kilometer of said route he decided to overtake some trucks. During this maneuver he saw a chinese truck coming head on towards him.
He tried to turn and brake, but the truck smashed into Niva anyways. After that the wreck was also hit by Scania truck.

Happened on May 24, 2015, around 7:40 am on route Perm-Yekaterinburg
36 years old driver of Toyota Highlander started overtaking two cars in heavy rain. While on the opposite lane he crashed head on into VAZ-2112. Three people died - 28 years old VAZ driver and two VAZ passengers aged 40 and 34 (34 years old died in the hospital). Four people were injured - 29 years old VAZ passenger and three Toyota passengers aged 34 (drivers wife), 6 (drivers son) and 5 (drivers daughter).
Toyota driver was not injured.

Infamous Hyundai Solaris crash at 118 mph that killed 5 - Russia (2015.08.02)
At the August 2nd, 2015, a very brutal car crash happened. The driver named Yuri Burgomistrenko, aged 40,(also known as Yura for its crash) was driving a Hyundai Solaris on the highway Nizhny Novgorod - Saratov with 5 people inside, especially kids, including 6 in total. The speed in general was 190 kilometers, which in miles would be 118.
Later on in the video, the car began to lose control not only because of the speed, but also because of the suspension of the car. After the car starts to lose a bit of control, Yura says '190', making it clear he was driving too fast. The other relatives in the back start to panic and tell Yura to slow down, but the car turning left and right makes it impossible for Yura to slow down.
Not long after, the car turns right into a Iteco truck, which causes one of the relatives to scream, and just after that, the whole camera gets completely obliterated, aswell the sound going loud as well.
At the end of the video, the loudness stops and it shows what seems to be a completely degloved face, then the video ends.
At the end, 5 people died, one of them got ejected, somehow, one of them, a sister, survived with major injuries, the sister was intentified as Katya, the Iteco truck driver survived. It also shows dashcam footage from said truck, but it cuts off right before the car hits the truck.

Likely due to not knowing the area he found himself in the area of Kumysnaya Polyana, even though it is prohibited for truck to drive there.
Kumysnaya Polyana is located on a hill. While driving downhill driver realised that the brakes didn't work. MAZ was quickly gaining speed.
The truck crashed into a nine stories high residential building located at Novouzenskaya Street 180B. The driver died on spot.

Three men at a rural Alabama bonfire party jump and start beating on a 27yr-old man as he is leaving (who they said was harassing young girls). He ends up having to shoot them off of him, wounding 3 and eventually killing an 18yr old woman. The party was attended by about 20 people, aged 17 - 33.
