I think you're spot on. I think the reason that they first shut down the government was because they had no power and they had no recourse other than to try this to garner sympathy. The one thing they were counting on was that the public would be outraged that federal workers and troops wouldn't be paid. That blew up in their face when Trump decided to make the pentagon pay the troops and the general public doesn't give a gold-plated fuck about federal workers.
