You answered your own question. If they don't wanna be petted, they go away. That's the consent part. If they don't want it, its not happening.

In reality its not that complicated but its also because you are not always doing something terrible to them.
"Consent" is usually brought up for people doing sexual advances, but obviously with a cat you are just messing with it or petting it. They will often put up with you for a while if they like you enough.

As a cat owner you usually find a balance between "messing with your cat" to a point where they hate it enough to bite you. They will let you know.
For example I love picking my cat like a baby (paws up) and she hates it but she knows I will let her go within like 30 seconds. If I hold on too long she starts squirming. But until then, she stays really still because she basically "puts up with it" even if she doesnt like it.

I actually have a rescue, she came from the streets of Tusla, Bosnia. I practically got her for free but the price I paid for her was for vet bills and transport from Bosnia to my country. No way in hell would you get a puppy for free, regardless of the type of breed, unless the dog in question was severely neglected and possibly at deaths door. And that's outside of the states. I'm sure you wouldn't be able to get a puppy for free in the states either, unless you're friends with a farmer whose intact bitch got pregnant and he'll put the pups down if no one else takes them.
