People who actually study the impact of various charitable interventions in various poor communities in developing countries find targeted cash grants to the poorest can help the entire community, but its not $20- more like $2k. However, such interventions can only be made by people who have that money to spare. Who would that be now? Who is donating to the NGOs that facilitate this?
Many rich and middle income people donate to charity, some research about the impacts of the charities they choose, how much they take for administration etc before selecting who they donate to. Lower income people do, iirc, give a larger proportion of their incomes charitably, but not the very poor that have no money left at the end of the month.
Those people will not give their friends $20 because they know it makes absolutely no difference if their situation is resolvable by them getting off their ass, or unresolvable because for whatever reason they can't work and the fundamentally issues they are dealing with cost way more than $20 to solve. In the latter case they'll probably shout you a dinner and offer to help advocate for you if that would help them access resources that would help.
