unless you regularly depend on a federal program vanashilly little will change, the only exceptions are medicare/social security those will remain more or less ok despite the "government shutting down" as they are more or less independent organizations at this point with sovereign wealth funds for lack of a better term.

It's never been allowed to advance to that point to really find out. I think the federal government is normally terrified of people finding out how little it actually impacts people day to day.

They kind of get that but not necessarily, federal workers that are both furloughed and essential (must still report to work despite the shutdown but not get paid) will receive back pay after a shutdown ends.

Also the president could just decide to ignore a shutdown and pay people he wants to stay anyway. Shutdowns only exist because of a memo from the carter administration. They where devised as a way to punish the republicans who were holding up the budget bill at the time.
