The motive seems pretty cut and dry to me at the moment but it's still early days. It's likely to turn out that there were a whole mess of factors that lead to this, rarely is reality as black and white as people would like it to be.

They spent months combing through video to identify as many people as possible, performing intelligence research through FBI and DHS tools (and public records searches), listened to obscure podcasts where people talked about being at J6, investigated with CIs, interrogated people, etc. I agree that there are clear targets that can be swept up immediately (i.e., everyone trying to burn down DHS buildings in Portland night after night) which are not being pursued for some reason I can't explain. But the idea that they immediately swept up all the people at J6 in rapid fashion is just untrue. They spent years pursuing these people—so long that a bunch of them had never even proceeded beyond pretrial criminal proceedings when Trump pardoned them.
As it seems, all background details about the man was that he was once a member of the church, and after a fall out. Chose to burn it down and shoot attendees. While the man was a Trump Supporter / Voter. None of this screams any sort of political motive, but rather a personal motive against said church.
