You don't seem to be familiar with the first amendment and how difficult that makes it to punish people without having more than just speech as the actus reus. I don't know how it works in your country, but over here the government can't legally just point at someone and go "you're under arrest" based only on group membership or speech without a lot more. You have to investigate these people, their connections, and what they're doing not out in the open if you want to have cases that aren't going to get thrown out immediately.
