Part of that is technically because HH is, for all intents and purposes, despite what Viv wants to admit these days, a spinoff of Zoophobia. So many characters, including ones that are more recent, were made with that "Zoophobia" mindset. The way the characters' designs evolved is probably the result of Viv or someone else trying to sand off the Zoophobia edges.
