You can't do that for the same reason you can't do a competency test for hiring people. Anything that has disparate outcomes -- that is to say, if you're not hiring X+ percent of niggers and Y+ percent of women, where X and Y are the demographics in your area, then you are BY DEFINITION, CODIFIED IN LAW, guilty of a heckin' racism and sexism, and you get the shit sued out of you forever.
It doesn't matter if you just got a bunch of male applicants. If you're not at least 50% female, the ONLY POSSIBLE LEGAL CONCLUSION is that you're sexist and bigoted against women. It doesn't matter if you're doing tech work that requires a high IQ and specialized skills. The ONLY POSSIBLE REASON you're not hiring at least 15% black people is that you're racist and discriminating against them. Tabula Rasa -- a theory that's the cornerstone of leftist thought but has been discredited for CENTURIES -- states clearly that people are fungible exchangeable economic units and can be slotted in and out at will, so the only reason not to have the preferred ones -- women and blacks -- is that you have a preference against them, and freedom of association doesn't exist in the US anymore.
Note the plus sign, too. No one cares if you're hiring 80% women executives and as many black people that you can get through the door. No one cares about racism against whites or sexism against men. That's how you know it's not really about racism or sexism. It's about punishing the majority and damaging the west until it can be shattered across the inflection points and a color revolution can bring "real communism" (tm) to the masses.
The one exception to this is "we require a college degree." College degrees, at least in theory, required a base level of competency. You couldn't be retarded as fuck and get one, so if you demanded one, you filtered out anyone too stupid to get one, when you couldn't otherwise ask them to prove that they're not stupid. The left is just fine with this becuase they control the colleges, which means if you want a job of any merit in the west you have to go through a leftist indoctrination course, lock yourself to forever-debt slavery (while the left syphons every dime it can from you), and even then, if you're a straight white male, they'll use HR consultant firms to filter you out so the company never even sees your resume to apply for it.
And this is before you get into the techbros and boomers ruining everything by outsourcing everything to India and China. I have no idea when this system collapses but I hope to god I survive to see it.
