They should just make financial discrimination illegal, if what you, or your business is doing is legal, it should be mandatory that the payments be processed. If they are doing something illegal, then the payments should STILL be processed, until it is proven in a court of law that illegality occurred. This basic framework would enable people to engage with the system in meaningful ways, and allow their opinions to be part of the economic make up.
