The same issue can even effect a country from within without external factors. After the civil war, there was an influx of southerners coming in from the south to the north, bringing a backwards and violent culture with them. Obviously, importing all the negative aspects of southern culture had an adverse effect on crime rates, property values, and commerce in the northern states that took them in, but local governments worked to deal with it by helping them integrate, part of which required holding them to THE EXACT SAME STANDARDS AS EVERYONE ELSE.
