I know that "vehicle maintenance" was mentioned when he was sentenced, and that sounds like the most appropriate to me. If you have him on a work crew picking up trash on a roadside and he spends 20 minutes of the 4 hours working and 3 hours 40 minutes petulantly whining, you only have the probation officer's word and bodycam footage to prove he wasn't doing his service, and the PO's attention will have to be divided between him and everyone else on the crew. But if you make him report to the sheriff's office parking lot or the county yard and give him a sponge, a hose, and a bucket of Turtle Wax, even the poorest county has installed security cameras to watch over all those expensive vehicles and equipment and the evidence of his shirking would be incontrovertible.
