I believe this will go somewhere; but as always, the "industry experts" brought in to suggest the best means of industry self regulation will word the laws in a way that benefits only them. Remember GDPR and how much easier it is for huge companies to comply (or just absorb the punitive fees), but for small companies and startups it's a minefield that can easily put them out of business?
