Well that could affect interstate commerce if enough people do it rather than buy on the market, so Congress can pass a law forbidding you from doing that.

He's whining about China having tons of solar panels while ignoring that China has tons of land that's empty but can't be farmed to the point where they have to import their food. The US is food independent because most of our empty land is used for farmland. Better to have food and invest in nuclear energy.

Solar is also a complete meme and probably one of the worst "green" sources of energy out there, the millions upon millions of batteries used for a massive solar array can't be recycled
