A war would mean deployments, these are merely strikes and Trump has only promised strikes. Calling strikes a war is like calling a horse a car.

Isn't the first time Trump bombed them hard, even killing their top general last term. No wars doesn't mean being afraid to attack, and we didn't get into a war last time. Not every military action results in all-out war, this probably won't either.
