There is only one reason for a country like Iran to enrich uranium to 60% U-235. It has no purpose in a country not building nuclear reactors for ships, not building high-tech research and breeder reactors, and not doing medical research. Iran hasn't been doing any of that at a level to justify the amount of 60% enriched it has stockpiled. 60% is a convenient and standard technical intermediate point in the process to enrich it up to 90% or more, and the only use for that is to make a big boom. Iran should have been found in non-compliance with the NPT in April 2021 when it announced 60% enrichment and handled thenTalk to the IAEA.
Iran's government is the one that says it is in accord with the Shah's government signing the NPT in 1968 and ratifying it in 1970. If it is, the stockpiling of hundreds of kilograms of 60% U-235 is inexplicable. Violating the NPT like this was supposed to be about as serious as it gets in global politics, completely intolerable, any violator was in big trouble. Guess not, until now
