Iran has been maintaining nuclear breakout potential for 30 years because "We can have 100 nukes in about a month" is every bit as useful in global politics as "We have 100 nukes right now" but doesn't carry anywhere near as much political baggage or incur the hefty expenses of maintaining 100 nukes (seriously, those fuckers are THE worst hangar queens).

Japan could have a world-leading nuclear arsenal, too, in just a couple years if Xi or Kim decided to get froggy with them. They have literally everything they need. It's just that they keep towing the peacenik line because they're constitutionally required to (for now) and so nobody thinks they're going to blow up the world over some dead dune coon warlord's "prophecy".
