Look, I get the sentiment, however when you put an ounce of thought into this, this is such a midwit take. Law enforcement can't be a charity case. Sure it can exploitative, but the argument police departments shouldn't be financially solvent is lunacy. Do you really want your taxes constantly increasing every time they need an expansion or investment? All those fines don't just vanish, they go towards keeping these places running. You need government institutions to be solvent to be at least somewhat self-sustaining.
