They're a rather rich family in the area, and they are involved in law. It stands to reason that locals "in-the-know" (meaning not the usual riff raff) would probably be aware that getting on their bad side is bound to lead to trouble, when people have money and are involved in law, they can make your life hell for a long time simply by accusing you of something and burying you in paperwork, for example. It's the same rule no matter where you go, it's just easier to see in smaller places: you don't fuck with the people more powerful than you. Anyone involved with their local community enough to know the rich and civic-engaged people in the area, knows what a waste of time is it to try to do anything about it.

Perfect example: One of the local rich assholes around here that buys up a bunch of land and turns it into shitty get-rich-quick schemes, recently had an illegal couple acre fire burning because he clear cut a lot to build some bullshit, he had this fire raging all night with no one watching it.
