First offense. Reunification is always the goal and they were probably cutting him some slack. As bad as the hell they live in is it's still better than possible foster care. If he fucks up again they will probably be out longer.

That presumes an actual livable environment. From the bodycam footage, these kids were living in an incomprehensible maze of filth and foulness and drugs lying around everywhere, liquor bottles empty and half-full everywhere in the byzantine filth hovel resembling something the Collyer Brothers might have lived in. They might die at any moment just from collapsing files of filth and squalor.
