Usually only older people know that joke and are fixated on it. Them also repeating the same variation makes me agree with you. You definitely have enough connections imo to make an id. It's an obscure joke that not a lot of people living outside of the US would get.

If you read the description closely, this isn't referring to lolicon. This is an even worse example of degeneracy and is referring to toddlers ("learning to walk"). The katakana used is literally pe-do.
