As far as I know they record everything as best they can and depending on the situation they act accordingly.

If it’s reporting a crime in progress, they will attend and check the situation themselves.
If it’s someone who has stumbled in off the street they will record what they say to keep them under control and decide how drunk and what the next course of action, e.g. sending them home in a police car or taxi, putting them in the drunk tank to sleep it off, but they will probably review the burblings to see if there was anything of importance.
