Who could take up the position of site admin other than Quote? (I'm talking about the existing janny/dev team) I think the only other possible candidate as of right now is Mustard, but even then, I think he's better off being the site's main developer, rather than its main admin. Mustard is competent at his job (subjective but I digress), but I don't think it'd be a good idea to hand the title of ## Admin over to him. I'm not saying that you're wrong in your observation that Quote is fucking the site over with his unnecessary additions/choices, but unless the entire pool of preexisting candidates were to be switched to a completely new one (ideally through the sale + handover of the site to a completely new owner and his janny team), I genuinely do not think there's anybody else that could take on this role.
It's a massive predicament really. Quote does (and says) a lot of ballsy (retarded) shit in public for everybody else to see and then barely talks about it afterwards.

I believe a sale is the only way the site could have any actual optomisitic feature, the current discord cabal is all rotten to the core and are completely out of touch with the community.
The only way the site can be saved is if the current administration realises they are the problem and decide to hand the reigns to someone who cares. It's unfortunate really to see such a unique and talented community get absolutely batterd over the past year by utterly incompetent admins.
