Based on his comments about speaking to the council/mayor etc and how they're afraid of change my guess is he's once again trying to convince them to zone more areas for hooking despite being previously told in no uncertain terms that they're not interested.

He's insisted before that he has a "billionaire benefactor" who realizes the goldmine a brothel would be. An unlimited source of wealth that for some reason nobody else has capitalized on.

However, said billionaire can't do it without Russ for some reason. And Russ can't reveal their identity for fear we'd laugh at them on the internet and make them back out or something.
