The 28 days thing is temporary. On or possibly before August 1, when the jail time starts if they impose it, that's what he's looking at. So if he fucks up (actually he is already fucking up) and/or they're just not happy with his behavior, he goes to jail on that day.

I ask because if he suspects 28 days is the most he'll get at some point he may just fail probation and take the time, and then feel he's scot free for the rest. Especially if they don't put him in jail right away. Logical? No. But he's an addict. I never see anyone talking about him failing probation multiple times. That is not how the probation arrangement works.

Nick is on probation for a stayed Felony charge. If he completes the probation successfully that felony charge will be dismissed and he will have a clean criminal record. It never happened in the eyes of the justice system.

If he fails the probation he can be brought up before the judge again who can put additional penalties (by which I mean probation requirements) on him and let the deal stay in place, or if he fucks up badly enough it can end up with the judge saying he fucked up (this would likely require multiple fuck ups, or one very very big one) and the deal is dead, in which case Nick will be sentenced in accordance with his guilty plea for the felony.

The 28 days is an ADDITIONAL penalty as part of the plea deal. He is currently schedule to report for 30 (-2) days in jail on August 1st, and if he complies with the probation fully, these 28 days may be deferred. I imagine this would work like the PO reporting to the judge ahead of August 1st if Nick is going with the program, in which case the judge will defer it.
