I'm retarded and I'm not a lawyer, but I think they're leaning on the courts to dismiss with prejudice as well as award the city legal fees. Not only would this mean Rick having an unpayable bill, it would also mean he could not bring the same complaint to the city again. The argument is Rick is a fat retard who never bothered to do his due diligence with regards to the SWATings (i.e. stop childing the trolls and working with the cops to set up an action plan); he's also an unstable (and fat) retard who has gotten testy with the cops multiple times, meaning there may be probable cause for alarm when the cops are called to the hovel.

I hope the city wins and extracts everything he has.

We've heard (from Fat) that he went to the cops, maybe a few places but namely the swat recording where he said he talked to dispatch and was given the runaround about specific departments of the police/911 being the ones to handle his complaint.
