The bottom frame is from one of the live action Transformers movies. In it, Mark Wahlberg's (He's an inventor, btw) 17 year old daughter is revealed to be dating a 20 year old street racer without his knowledge. When Marky Mark accuses his daughter's bf of being a pedophile, he pulls the laminated card as seen in the pic out of his wallet and the movie grinds to a complete halt so he can explain the statute printed on it that presumably allows him to date Marky Mark's daughter. Keep in mind that at this point in the movie, they and their Autobot allies are all fugitives on the run from a shadowy top secret government task force armed with drones built from Transformer tech and a rogue Transformer bounty hunter who already has multiple kills against named characters. They have bigger things to worry about than the legality of a relationship between two characters who add absolutely nothing to the overall plot of the movie. The best part is that the bf still fucks up citing the law to Marky Mark despite having a laminated copy of it in his wallet for just such an occasion and that it doesn't even fully exonerate him of a crime based off the specific circumstances of this hypothetical relationship. Did I mention this is a movie about alien robots that turn into cars and planes to fight each other?
