How hard could it be? It's just a building with some whores in it, all he has to do is get a plot of land and the rest basically just happens with how popular brothels are in Nevada. So popular that they only exist in like two places and are disappearing.

In all honesty, I think it would be an excellent idea for the state legislature to outlaw it once and for all. Putting Russhole in a permanent seethe would just be a bonus.
