China actually has a pretty long history of deliberately promoting minorities into positions of power. Not for altruistic DEI reasons but moreso because it is harder for minorities to build alliances against the government. So it makes sense to delegate power to them because they are less likely to try and coup you. Even the Han Chinese who make up the majority population in China have to be understood more as a bunch of different ethnic groups that coalesced into a single identity.
