China actually has a pretty long history of deliberately promoting minorities into positions of power. Not for altruistic DEI reasons but moreso because it is harder for minorities to build alliances against the government. So it makes sense to delegate power to them because they are less likely to try and coup you. Even the Han Chinese who make up the majority population in China have to be understood more as a bunch of different ethnic groups that coalesced into a single identity. Russia's current defense minister is Tuvan (native Siberian people who do that weird throat singing thing https://www.youtube.com/watch?v=qx8hrhBZJ98), and I have to imagine he got that position for similar reasons, i.e it's harder for him to hold onto power that Putin didn't delegate to him so he's less likely to pull a Prigozhin than an ethnic Russian would be.
I think this is part of the very black and white morality Pat has where he thinks of any sort of enemy group as a single undivided thing. He also has this thing of "whatever I value, my enemies must value the opposite." He values diversity (in a condescending white savior sort of way) so his enemies must value uniformity. He can't really comprehend that China and Russia have their own version of diversity that they value for reasons that are very different to the way Western liberals value diversity.
