Pooners, since most of them are still relatively young, tend to pass as teenaged boys—at least when they do pass. When they don't, it's still creepy and gross, but non-threatening. When you've got a 5'2" girl with a pubic beard, cracked T-voice, raging acne, and male pattern baldness along with big tits and birthing hips, it's about as threatening as a hissy feral kitten (minus the cute). Men aren't at risk of being harmed by them, and neither are women. If anything, they're pitiable, because the self-loathing that led them to do this to themselves is so obvious.
Troons, on the other hand, rightly ping others' radar as a threat, because it's a sexually perverted man who is so out of control, he's openly acting on his perversion. Most of them have the potential to do real harm to women and kids, and even other men.

That, or he's too cheap to pay extra to reduce that effect, and, since he's a man and it's an aspect of his appearance not linked to his fetish, he doesn't see it as a problem.
Women would generally be bothered by that, because they're aware of and sensitive to all the finer details of their appearance, and will see all sorts of minor things as problems to be fixed. For most troons, their image of themselves as women is very low-resolution, except when it comes to the aspects that directly relate to their fetish, and even then it's still pretty grainy. So they'll wear badly-applied lipstick, or pantyhose, or slutty clubwear, because these things turn them on, but they can't see how gross, and how incompetent at faking femininity, they are.
The AGPs who do start putting in more effort to pass usually do it because they have jobs where they have to interact with women, and they at least have some awareness that they need to do more to pass and be taken seriously than just the parts that turn them on. But it's rare for them to ever dress or groom themselves nearly as well as actual women do, because they just can't see themselves in high enough resolution to get it right. They always make bad choices, or neglect certain things, while hyperfixating on others.
