They don't really want increased military spending. They want to use increased military spending as a reason to get around all the restrictions on issuing debt both in germany and across the EU. All of the big brains in europe are convinced that the solution to all their problems is to start printing lots of money to fund increased levels of non-military spending.

They are going to create a budget carve-out for military spending so it will not count against debt limits. Then they use the absence of military spending in the budget counting against debt limits to increase non-military spending.

Even if Europe increases their defense spending to 5%, most of it goes to paying for entitlements, salary and foreign aid anyway. They need to make it based on number of soldiers in active duty, amount of equipment purchased and/or produced per GDP.
