For that to actually happen reliably you need to either mass report someone by running a discord server that organizes brigading, which is what Alyssa and her retard cult are doing; or running a bot network, which only really works if it is being tolerated by X or an admin there who looks away.
The other sure alternative is filing a police report or going to the FBI for cyber stalking/harassment and getting a case number, then using this to contact Twitter support to make a case against the person, with documented behavior and your case number as the victim.
