I don't see why the state would negotiate or cave to Nick's bullshit. What he's professed publicly seems to confirm the "drop the child neglect" theory. But there is no way drop that if the drugs were there. (Which at a sight, will be proven true by the body cam, and then confirmed by testing.)
Of course they can drop the child neglect charges. It's common to reduce charges or drop them altogether for plea deals, especially lesser charges. The prosecution isn't bound to prosecute everything for which evidence exists, either.
Nick is walking into the 2nd settlement conference and he only thinks "it's possible the end of all this bullshit will be in sight?!!?!?!"

No matter what agreement he has reached, the judge has to approve it and although they usually do it isn't guaranteed. His use of "possible" is appropriate in this case.
