It's not freebies because full-time workers are paying for it. Also, they get it "for free" because a lot of poverty programs are means-tested, and NEET almost certainly qualify with their lack of income.

While I get that some people are legit unable to work through no fault of their own, it’s the leeches with opioid addictions and unprovable back pain that grinds my gears. Full time workers who have trouble covering the cost of live saving treatment should be funded instead of those folks.

This is the real reason. Without gibs, people who are unable or unwilling to work would instead resort to crime; gibs are a bribe paid to keep people from committing crimes.

In other words, a protection racket, aka extortion.
