I would agree. In a place like Kandiyohi, the police are going to tend to be in the same places all the time and its not hard to avoid them if you live there.

It's not just luck, it's that he... believe it or not... may be actually smarter than Nick when it comes to handling criminal defense matters. He, unlike Nick, knows when to fold. Ralph is a ragepig 98% of the time, but he knows to behave himself when dealing with judges and prosecutors. Which can go a long way.
