To be fair to him is it normal in Wisconsin to speak a second language by the time you are 40?

Most average white guys in their 40s in the UK won’t speak a second language.
Maybe they half remember a few french words from school, but unless one has lived in a non English speaking country or born in a multilingual family, it’s much more usual to only speak English.
