In regards to the Eevee popularity, I didn't notice it as a kid. I actually thought Meowth would've been more of a big deal because of the anime and the Pokémon Master Trainer board game where it was one of the starter options. Even Clefairy was an option.

Poliwhirl's popularity is largely due to Satoshi Tajiri liking it and it being subsequently pushed in marketing; it faded because it was never as popular with the fans as it was with its creators. Clefairy was famously the intended shill-mon before everyone noticed Pikachu was getting a ton of the attention and shifted that to be the series shill-mon, though I truly think it a clever meta joke that Clefairy isLeafGreen/Blue's "ace" pokemon in the vein Pikachu is toAshRed's - they even have a baby form and stone evolution a la Pikachu and let's face it, Clefairy's line is appropriately cutesy enough for a girl trainer if you're going by obvious stereotypes.
Speaking of Leaf/Green/Blue, I AM surprised they haven't figured out a canon role for her in the mainline games' lore yet. People really like her even if they'll have to get used to her nutso competionist personality in Let's Go instead of the longtime femme fatale parody in Special.

Eevee was one of the "gimmick" mons of Gen I. I don't think it got heavily shilled until after Gen IV with Leafeon and Glaceon, even though Gen II added two more types. I tried running Poliwrath since I like it in Gen 7. It's not good but when it works, it's so satisfying. I ran Belly Drum and a Z crystal on it.I use Poliwhirl seriously.

I'm kinda iffy on Poliwrath because his fighting type is more of a hindrance. Defensively it has more weaknesses that don't even counter the ones he already has, and offensively unless you invested in the bulk to use a SubPunch set (Substitute + Focus Punch), you're only other option was Brick Break, Submission, or Mind Reader + Dynamic Punch. It's not until Sw/Sh where he actually gets some GOOD shit like Drain Punch

technically you COULD run a Belly Drum set on this thing as well if you're crazy enough. Maybe something like this:

Both defenses at 210 x 1.5 with the Eviolite = 315 Def&SpD so you COULD tank things a bit better, but then you're speed is at an average level so you would need to set this up against a slow opponent and hope it's not using Trick Room against you. Ice Punch and Earthquake would take care of Grass and Electric weakness respectively.
You ain't getting anything out of that special attack unless you were playing Gen1 and made it learn amnesia, but then again.... no eviolite.
