This shows the bicyclist is not following the rules of the road and were in violation of the relevant local and state cyclist statute. They did not move to the right of the lane as required, and they were actively creating a road hazard by not keeping up with traffic.

What's wrong is that he's about 2 feet too tall for that bike (it's a little girls' bike from the looks of it) and too much of an idiot to even attempt to adjust the saddle to accommodate his height.
