Here is the thing though CPS doesn't just go here have your kids back. If it gets past the point where the court has stated it was a reasonable thing to remove a child. There are court appearances as a part of it where the court puts in motions for if the children will continue under CPS care or not. Monitored returns and return of children require a judge to order it once they have ordered a child into foster placement. Now CPS can change visitation and stuff moving towards supervised or unsupervised. It is possible that the grandparents took whatever course was required to supervise and he is getting a supervised visitation with them.
