Cops are usually big enough (and the city of wilfukye certainly is) that they have their own pet lawyers who they have to pay whether or not they're dealing with bullshit. So going for costs is rare, because it doesn't really affect the bottom line.

If they had to go wildly outside of their normal lawstuff OR they really hate the fat pig, they might go for costs. Highly unlikely because the person making that decision has probably never heard of fats or interacted with him.

Maybe he's getting a tiny bit smarter in lawfare (or the funding is being controlled and restricted).
