If their account is a joint account, they both have the right to do whatever with that account including changing addresses and updating billing info. In case of account owners, you're right on the money. I know certain banks used to, but it caused more trouble than it was worth to the financial institutions and the ones who still technically allow it require you to completely close the account as part of the process (if they even allow that option). Also let me tell you what happens to those kids who are forced to grow up and take on adult responsibilities. They spend parts of their life chasing that freedom, responsibility free feeling they never had. They deal with constant inadequacy, guilt and shame because of course you would when you as a child were forced to do adult things. You know what all this shit leads to?? People looking for ways to cope, they start drinking, using drugs, they never want to have kids of their own, they never want to marry.
