I think it's a typo or legalese for advanced neglect. Still, I would like to make one point:
The fact that I can't say, "Rekieta 100% did not physically nor sexually abuse his children," is itself a condemnation.
I cannot comfortably say Nick did not abuse his children. He's alluded to beating them unprompted, made multiple jokes about child molestation, and verbally attacked his children on-stream. Nick muddied the water so much that I can't rule out anything.

For fucks sake, he is not cooking crack. This is the metal pan they are referring to that goes on a powder scale. The tray goes on the center, you pour powder on to it, then use the little funnel on the side to put powder into bags.

Most people know how to tare the scale with an empty version of the baggie you’re using. No one dealing with the weight Nick was caught with would use such a tiny scale. It would either be a triple beam or a larger digital kitchen scale. People also tare digital scales with an empty plastic cup to measure large amounts. Thats way too small to even be worth breaking out a scale for.
